would it be possible to make a split 210 from scratch and drop the reflex bit?

Sure! Personally, I'd reshape it for good polar response integration to whatever HF horn pattern through the XO BW and to get away from any parallel walls.

The 210 is tuned to ~35 Hz with dual vents, so halve the cab and number of drivers, vents and it's still ~35 Hz. For best SQ/max dynamics though, using a sealed rear chamber XO'd to a ~matching (highly damped, efficient) 'sub' system is the way to go.
